feat(bootloader): 添加MCUBoot配置文件和系统构建配置

新增pm_static.yml文件定义内存分区布局，包括mcuboot、app、 mcuboot_primary等分区的地址和大小配置。同时添加sysbuild.conf 文件启用MCUBoot引导加载器和单应用模式配置。
